Why is a permanent legislative policy urgent and important for us?

It’s our doorway into the government permanently regardless of what party is in power

A permanent seat at the table where we as a community contribute solutions to issues that affect us – anti-Black racism, employment, health, etc that are by us, for us & actually work for our community

Every other equity-seeking community e.g. our Indigenous brothers & sisters, LGBTQA+, persons with disability, veterans, and others have a permanent legislative policy but the Black community

What is the Durban Declaration Program of Action | DDPA?
DDPA was declared in 2001 asking for the following concrete actions in support of people of African descent around the world.

Investments in health systems, education, housing, electricity, drinking water, and environmental control measures and promoting equal opportunities in employment

Ensuring access to education and to new technologies, in particular to women and children

Inclusion of the history and contribution of Africans and people of African descent in the education curriculum

What is the United Nations International Decade for People of African Descent | UNDPAD?
Established in 2014, (13 years after the DDPA), the UNDPAD is;

"A consultative mechanism for people of African descent and other relevant stakeholders as a platform for improving the safety and quality of life and livelihoods of people of African descent, as well as an advisory body to the Human Rights Council, in line with the program of activities for the implementation of the International Decade for People of African Descent and in close coordination with existing mechanisms".

In 2021 (20 years after the Durban declaration) the UN finally established a Permanent Forum on People of African Descent and held its 1st session in Geneva 2021.

June 2023, the 2nd session, brought together hundreds of academics, representatives of organizations, agencies, human rights institutions, and civil societies working to advance the rights of people of African Descent – 900+ people from around the world.

In 2021, in response to Covid & Black Lives Matter protests, Canada put forward temporary programs that end in 2024/5 in support of the Black community

We are now in 2023 and UNDPAD ENDS in 2024!

URGENT: WHAT HAPPENS NOW?

We need answers now from our government by becoming part of the conversation in parliament by reaching out to them & making our voices heard!

1. What is the permanent legislative policy for Black Canadians resulting from UNDPAD? Where is the progress of the working group recommendations from 2017?

2. The Employment Equity measure of 2021, when will the recommendations from the measure be actioned?

3. Can we receive confirmation that our Canadian government acknowledges the urgency and importance of the matter, and will vote in favor of:

Establishing a permanent forum for people of African Descent at the United Nations?

Extending the United Nations Decade for People of African Descent for another decade, considering Canada’s engagement has been limited to only six of the initial ten years, with much work remaining for our country and community?

4. What plans does the government have to sustain, with increased funding including for operations, for the Supporting Black Canadian Communities Initiative (SBCCI) program, with the possibility of making it a permanent initiative?

What is our goal for urgent mobilization?
To provide ESDC a unified and strong voice asking for answers to how the Government of Canada can address the priorities of Black communities in Canada to promote long-term development under the Decade as part of their current and ongoing request for feedback from the community.

We extend our deepest gratitude for including us in the recent round-table discussion on the United Nations Decade for People of African Descent (UNDPAD). This important initiative, launched in 2014 and later joined by Canada in 2018, is set to conclude next year in 2024. Recognizing the urgent need to assess the accomplishments of the Government of Canada in meeting UNDPAD’s objectives, we, as representatives of the Black community, humbly request an opportunity to confer with you regarding the current status and future direction of the program. Specifically, we are asking the following:

  • What is the permanent legislative policy for Black Canadians resulting from UNDPAD? Where is the progress of the working group recommendations from 2017?
  • The Employment Equity measure of 2021, when will the recommendations from the measure be actioned?
