We extend our deepest gratitude for including us in the recent round-table discussion on the United Nations Decade for People of African Descent (UNDPAD). This important initiative, launched in 2014 and later joined by Canada in 2018, is set to conclude next year in 2024. Recognizing the urgent need to assess the accomplishments of the Government of Canada in meeting UNDPAD’s objectives, we, as representatives of the Black community, humbly request an opportunity to confer with you regarding the current status and future direction of the program. Specifically, we are asking the following:

• What is the permanent legislative policy for Black Canadians resulting from UNDPAD? Where is the progress of the working group recommendations from 2017?
• The Employment Equity measure of 2021, when will the recommendations from the measure be actioned?
• Can we receive confirmation that our Canadian government acknowledges the urgency and importance of the matter, and will vote in favor of:
  • Establishing a permanent forum for people of African Descent at the United Nations?
  • Extending the United Nations Decade for People of African Descent for another decade, considering Canada’s engagement has been limited to only six of the initial ten years, with much work still remaining for our country and community?
• What plans does the government have to sustain, with increased funding for the Supporting Black Canadian Communities Initiative (SBCCI) program, with the possibility of making it a permanent initiative?

Reconnaissant le besoin urgent d’évaluer les réalisations du gouvernement du Canada en vue de répondre aux objectifs de l’UNDPAD, nous, en tant que représentants de la communauté noire, demandons humblement l’opportunité de vous consulter sur l’état actuel et l’orientation future du programme. Plus précisément, nous demandons ce qui suit:

• Quelle est la politique législative permanente pour les Canadiens noirs résultant de l’UNDPAD? Où en sont les progrès des recommandations du groupe de travail de 2017?
• Concernant la mesure sur l’équité en matière d’emploi de 2021, quand est ce que les recommandations de cette mesure seront-elles mises en œuvre?
• Pouvons-nous recevoir la confirmation que notre gouvernement reconnaît l’urgence et l’importance de la question et votera en faveur de:
  • L’établissement d’un forum permanent pour les personnes d’ascendance africaine aux Nations Unies?
  • La prolongation de la Décennie des Nations Unies pour les Personnes d’Ascendance Africaine pour une autre décennie, compte tenu du fait que l’engagement du Canada n’a été limité qu’à six des dix premières années, avec encore beaucoup de travail à faire pour notre pays et notre communauté?
• Quels sont les plans du gouvernement pour soutenir, avec un financement accru, , y compris pour les opérations, le programme de l’Initiative de Soutien aux Communautés Canadiennes Noires (SBCCI), avec la possibilité d’en faire une initiative permanente?

As you are aware, the UNDPAD was established in 2014 with Canada signing on in 2018, and 2024 will mark the end of the program. Taking stock of the Government of Canada’s initiatives towards meeting the objectives of IDPAD, we the Black community urgently request answers on the state of the declaration across the three pillars: recognition, justice, and development. Specifically, we ask the following:

• What is the permanent legislative policy for Black Canadians resulting from IDPAD?
• The Employment Equity measure of 2021, when will the recommendations from the measure be actioned?
